IMARC Group, a leading global market research and management consulting firm, has published its latest market intelligence report on the Indonesia Road Freight Transport Market. Indonesia road freight transport market size from USD 58.3 Billion in 2025 to USD 61.8 Billion in 2026. Looking forward, IMARC Group expects the market to reach USD 97.9 Billion by 2034, exhibiting a growth rate (CAGR) of 5.93% during 2026-2034. Growth is being driven by e-commerce growth and demand for fast deliveries, government investment in toll roads and highways, rapid industrial growth, the adoption of telematics and route optimization software, and the decentralization of warehouses closer to end consumers.

Road freight is the backbone of goods movement across Indonesia, connecting factories, farms, mines, ports and warehouses with consumers across Java, Sumatra, Kalimantan, Sulawesi and the rest of the archipelago. Java and Sumatra together account for about 50 percent of freight movement by tonnage, with Java at 36 percent and Sumatra at 14 percent, according to the Institute for Essential Services Reform. At the same time, the sector is being reshaped by policy, with the government targeting full enforcement of its Zero ODOL program against over-dimension and over-load trucks from 1 January 2027 and pushing multimodal integration to bring down national logistics costs of 14.29 percent of GDP. Combined with toll road expansion, digital weighing and enforcement, telematics and a growing debate on zero-emission trucks, these forces are reshaping the competitive landscape and setting the stage for steady, long-term growth across the archipelago.

How AI is Reshaping the Future of the Indonesia Road Freight Transport Market

  • Telematics and AI-Based Fleet Management: The report points to telematics, fleet management and route optimization software as drivers of efficiency and lower carbon footprints. In January 2026, vendor Geotab described AI-based features such as driver behavior analysis, fleet diagnostics and safety reports for Indonesian fleets, in an article that is promotional and gives no Indonesian customer or adoption numbers.

  • Digital Weighing and Electronic Enforcement: Since January 2026, the Directorate General of Land Transportation has tested ETLE electronic enforcement at three weighing stations using weigh-in-motion technology, detecting 140,309 violations between 27 January and 30 June 2026, of which 82,158 were load-capacity violations.

  • Electric and Autonomous Vehicles: The report notes rising use of electric and autonomous vehicles. A June 2026 study by IESR and Transport & Environment found that, with the right policies and incentives, electric trucks could save up to IDR 5,000 trillion cumulatively by 2060, with investment payback within five to ten years.

Indonesia Road Freight Transport Market Trends and Drivers:

Demand for road freight in Indonesia is being underpinned by e-commerce growth, which increases demand for fast deliveries, rapid industrial growth in manufacturing, automotive and food and beverage, and the decentralization of warehouses closer to end consumers. IESR expects the truck fleet to reach 12 million units by 2060, about 2.5 times today's size, as freight activity triples.

The market's structural differentiator is its heavy dependence on roads and the cost that comes with it. Indonesia's logistics costs stand at 14.29 percent of GDP, a figure the Ministry of Transportation calls a major challenge for national competitiveness, and officials say multimodal transport could cut logistics costs by up to 25 percent. Government investment in toll roads and highways continues, with the Toll Road Regulatory Agency, BPJT, functionalizing 10 additional toll roads along 290.785 km for Eid 2026.

A third driver is regulation and fleet modernization. The Zero ODOL program is expected to raise logistics costs by 4.58 percent initially while protecting roads, which the government estimates could otherwise see their lifespan fall from 10 years to 3 years, with losses exceeding IDR 4 trillion a year, and ODOL vehicles were linked to 17 percent of 116,000 road accidents in 2023. About one-third of trucks are over 20 years old, a dynamic that is set to intensify the push toward newer, cleaner and better-monitored fleets over the coming decade.

Government Schemes and National Programs Driving Demand:

  • Toll Road and Highway Investment: The government's heavy investment in road construction and improvement, including toll roads and highways, connects commercial hubs. In February 2026, BPJT said it would functionalize 10 additional toll roads along 290.785 km, comprising six Trans Java sections of 150.77 km, three Trans Sumatra sections of 89.78 km and one Kalimantan section of 50.23 km.

  • Zero ODOL 2027: The government targets full enforcement of the Zero ODOL program from 1 January 2027, supported by a cross-ministry roadmap of 9 national action plans with 45 outputs covering road classes, dedicated logistics roads and driver labor standards. A budget gap of about IDR 92.9 billion remains in the 2027 indicative ceiling, with the largest shortfall of IDR 81.58 billion for weigh-in-motion equipment and online weighbridges.

  • Multimodal Integration and the National Logistics Ecosystem: The Directorate General of Transport Integration and Multimodal Transport is speeding up multimodal integration and logistics digitalization, with the National Logistics Ecosystem projected to raise logistics efficiency by 24.6 to 49.5 percent and the Sea Toll program covering 41 shipping routes. The Presidential Regulation on national logistics had not yet been issued as of May 2026.
